A UN resolution is a decision, drafted and passed by the Security Council, which imposes obligations on all member states. It typically includes a title, preambular clauses, and an operative section. In addition, a resolution is usually subject to amendments by the General Assembly (GA), which is the main deliberative organ of the United Nations composed of all 193 Member States.
This resolution called on Israel to withdraw its forces from the occupied territories. It also called for the termination of all claims or states of belligerency in the region, and the respect for and acknowledgement of the sovereignty, territorial integrity, and political independence of every State in the area and their right to live in peace with one another.
It established the “United Nations Interim Force for Southern Lebanon” (UNIFIL) 33 years ago and outlines its mandate, including an obligation to ensure freedom of movement for humanitarian and commercial flows. It has been amended a number of times over the years to expand its scope and effectiveness.
DAWN has long advocated for a new UNSC resolution to establish the ISF, which would authorize the Force to assume full operational control over all crossing points into Gaza—including Rafah, Kerem Shalom, and Erez—and to inspect, approve, and facilitate all commercial and humanitarian flows. Such an action is essential to the ISF’s ability to fulfil its mission, and should be accompanied by an arms embargo on Israel. It is time for the Council to redouble its efforts to address the indiscriminate violations of international law committed by Israel.
